June 17, the "Day of German Unity", was until the 1960s the central day of the "Kuratorium Ungeteiltes Deutschland" (Unified Germany) and was a public holiday in Westgermany until 1990.  This day recalled the popular uprising in the GDR in 1953. Founded in 1954, the Kuratorium set itself the goal of "gaining the support of" the Americans "for German unity through the expression of the German people. The will of the people for unity had not become visible at the Berlin Conference in 1954, the foreign ministers' meeting of the four victorious powers, complained the former FDP chairman Thomas Dehler, who was also a member of the board of trustees. The demands of the Kuratorium were a thorn in the eye of the Adenauer camp in the CDU, for which the primacy of the West bond before the reunification was valid. Among the members were prominent politicians, among others the Federal Minister for all-German questions, Jakob Kaiser, the SPD parliamentary group leader Herbert Wehner and Federal Minister for special tasks, Franz Josef Strauss.

Between 1959 and 1967, the "Fahnenstaffel der deutschen Jugend zur Zonengrenze" ranked among the main activities of them - exemplified by the event in Philippsburg, a flag surrender that took place on 25 May 1963. Shaking hands at first - the film about the event pans and cuts a little between the groups, the representatives of the city, the parties and people who gather. An announcement in the Philippsburger Stadtanzeiger had informed that the relay from Saarbrücken to the zone border touched also Philippsburg. There, with a small celebration, the flags should be handed over to the next group.

The cyclists come in a long shot in the view, they are dismounted, push their wheels to the meeting place, ahead of all two young men holding the banner with the words "Indivisible Germany". Behind them, the youths turn the corner with the country flags, 23 in number, including the flags of the former Prussian provinces east of the Oder-Neisse border. The flag squadrons started several weeks before the holiday to bring next to the flags a parchment scroll to the next station, in which the local dignitaries registered. The organizers counted tens of thousands of active people year after year. To conclude, a central rally took place in West Berlin every year, broadcast by radio and television. A delegation of flags issued the governing mayor - in 1963 this was Willy Brandt - a parchment scroll, and next to Brandt held a speech by a prominent politician in front of the town hall of Schöneberg. At the beginning of the 1960s there were usually more than 100,000 people. 
But the criticism did not stop: commentators of the press, politicians and many active people criticized the lack of participation in these events. Although the total number of participants in the rallies was considerable - in 1963 the million-mark threshold is likely to have been exceeded - it was criticized that the vast majority of the population stayed away from the actions and drove into the countryside on public holiday.

On the market square in Philippsburg, too, rather few spectators come into view, when the film continues to follow the ritual of surrendering the flag. The next shot shows the kids setting up their bikes in a row next to each other. A brass band moves into the foreground, then the lectern becomes visible in the background. Philippsburger Stadtanzeiger announced three speakers for the event: Greetings from the mayor Frank, the district administrator Dr. Müller and President Gengler, chairman of the state organization in Baden-Württemberg. The film jumps awkwardly from one side to the other when he shows the first two at the lectern. A "Call for the Day of German Unity", published by the organization in the Philippsburger Stadtanzeiger, can convey something of what the speakers were talking about: "Together we are faced with the still unsolved task of achieving freedom and self-determination for the whole of Germany. The heavyweight of the Day of German Unity lies in the confession of free Germans to their fellow citizens in unfree Germany. Good intentions alone are not enough in politics. They have to be proven and made visible. That is the purpose and the political commitment that lie in the public events on June 17th. "

The highlight of the event, the handing over of the flags, takes place in the film rather casually in a semi-total setting - the view remains limited by the audience in the foreground. A jump in the half-close reveals the politicians who register in the roll of parchment, and the atmosphere then condenses briefly, when all stand still and the view into the depth goes along the new season. In the final shot she drives with waving flags in the direction of Oberhausen.

After the second Berlin crisis of 1958 the Kuratorium succeeded in dominating the celebration of the Day of German Unity. The Berlin crisis forced a common ground - she found her most visible expression in the actions of the Board of Trustees. The most important political consequence was the fundamental foreign and German political unity between government and opposition. From the mid-1960s, participation in the actions stagnated and then declined steadily. By the end of the decade, they were largely abandoned. The demonstration against the GDR did not fit into the framework of the detente policy. After reunification, the Board of Trustees dissolved in 1992.

Le 17 juin, « Jour de l’unité allemande », est jusqu’aux années 1960 la journée centrale d’action du « Kuratorium ungeteiltes Deutschland » (KUD) [Conseil pour une Allemagne indivise] et jusqu’en 1990 la fête nationale et un jour férié en République fédérale. Il commémore le soulèvement populaire de 1953 en RDA. Fondé en 1954, le KUD s’est fixé pour objectif de gagner principalement le soutien des Américains en faveur de l’unité allemande, « à travers l’expression du peuple allemand ». Thomas Dehler, alors président du parti politique FDP et membre du Kuratorium, déplore que la volonté d’unité présente dans le peuple n’ait pas été visible lors de la conférence de Berlin de 1954, la réunion des ministres des Affaires étrangères des quatre puissances victorieuses. Les revendications du KUD agacent dans le camp de la CDU d’Adenauer, pour laquelle le lien avec l’Occident prime sur la réunification. Parmi les membres du Kuratorium figurent des hommes politiques de premier plan, notamment le ministre fédéral des Questions panallemandes, Jakob Kaiser, le président du groupe parlementaire SPD au Bundestag Herbert Wehner, ainsi que le ministre fédéral des Affaires spéciales, Franz Josef Strauß.

Entre 1959 et 1967, les « courses de relais de la jeunesse allemande jusqu’à la frontière de la “zone” [c’est-à-dire de la RDA] » figurent parmi les activités principales du Kuratorium. Elles sont ici illustrées de façon exemplaire par une manifestation organisée à Philippsburg, un relais de drapeau qui se tient le 25 mai 1963. Le petit film s’ouvre sur une poignée de main, puis semble hésiter, entre panoramiques et changements de plan, entre différents petits groupes : les représentants de la ville, les partis et les membres du KUD qui convergent tous au même endroit. Une annonce parue dans le Philippsburger Stadtanzeiger a informé la population que le relais organisé de Sarrebruck à la frontière de la zone ferait halte à Philippsburg. Les drapeaux doivent être remis au groupe suivant avec une petite cérémonie.

Les cyclistes apparaissent dans un plan large. Ils sont à pied et poussent leurs vélos vers le lieu de rassemblement. En tête, deux jeunes hommes tenant une banderole indiquant « Une Allemagne indivisible ». Derrière eux, d’autres jeunes apparaissent au coin de la rue, portant des drapeaux des länder, au nombre de 23 – y compris ceux des anciennes provinces prussiennes à l’est de la ligne Oder-Neisse. La course de relais a commencé plusieurs semaines avant la fête nationale, afin d’acheminer jusqu’à la prochaine étape, outre les drapeaux, un rouleau de parchemin dans lequel les notables de chaque localité traversée inscrivent leurs noms.

Les organisateurs recensent chaque année des dizaines de milliers de participants. À la fin, une manifestation centralisée a toujours lieu à Berlin-Ouest, retransmise par la radio et la télévision. Une délégation de la course de relais remet alors le parchemin au maire de la capitale – en 1963, il s’agit de Willy Brandt – et après un discours de celui-ci, un homme politique en vue prend la parole devant la mairie du quartier berlinois de Schöneberg. Au début des années 1960, l’événement n’attire généralement pas plus de 100 000 personnes. Mais la critique grandit : des commentateurs de la presse, des politiciens et de nombreux militants déplorent le manque de participation aux événements. Bien que le nombre total de participants aux rassemblements soit plutôt considérable – en 1963, la limite du million aurait été dépassée –, ils reprochent à la grande majorité de la population de rester à l’écart de ces campagnes et de préférer profiter de ce jour de congé pour se mettre au vert.

Sur la place du marché de Philippsburg, le film qui continue de suivre le rituel de la remise des drapeaux montre assez peu de spectateurs. Dans les plans suivants, les jeunes s’alignent les uns à côté des autres avec leurs vélos. Une fanfare se retrouve au premier plan, puis un pupitre apparaît à l’arrière-plan. Le Philippsburger Stadtanzeiger a annoncé trois orateurs pour l’événement : un mot du maire Karl Frank, puis du président du canton, Friedrich Müller, et enfin de Karl Gengler, président du KUD Bade-Wurtemberg. Le film passe un peu maladroitement d’un côté à l’autre quand il montre les deux premiers orateurs au pupitre. Un « appel à l’occasion du Jour de l’unité allemande », publié par le Kuratorium dans le Philippsburger Stadtanzeiger, donne une idée des propos tenus à la tribune : « Ensemble, nous sommes confrontés à la tâche, encore non résolue, de conquérir la liberté et l’autodétermination pour toute l’Allemagne... En ce jour de l’Unité allemande, l’accent doit être mis sur l’engagement des Allemands libres en faveur de leurs concitoyens qui vivent dans l’Allemagne non libre. Les bonnes intentions et les bonnes résolutions ne suffisent pas en politique. Elles doivent être prouvées et rendues visibles. C’est le sens et l’engagement politique des manifestations publiques organisées le 17 juin. »

Le temps fort de l'évènement, la remise des drapeaux, est montré dans le film de façon quelque peu désinvolte, dans un plan de demi-ensemble dont la visibilité reste limitée par la présence de spectateurs au premier plan. Le plan moyen qui suit immédiatement après montre les responsables politiques inscrivant leurs noms sur le parchemin. L’atmosphère se fait brièvement solennelle et chacun s’immobilise tandis que le plan montre en perspective la rangée des cyclistes prêts à prendre le relais. Dans le plan large final, l’équipe repart en direction d’Oberhausen, drapeaux flottants au vent.

Depuis la deuxième crise de Berlin de 1958, le Conseil pour une Allemagne indivisible a réussi à prendre la main sur les célébrations du jour de l’Unité allemande. La crise de Berlin a forcé les uns et les autres à trouver un terrain d’entente, ce qui trouve son expression la plus visible dans les actions du Kuratorium. Ce point a pour principale conséquence politique l’apparition d’une unité entre gouvernement et opposition sur les questions de politique étrangère et les questions panallemandes. À partir du milieu des années 1960, la participation aux campagnes va stagner, puis diminuer régulièrement. Elles sont pour l’essentiel abandonnées à la fin de la décennie, car il n’est plus opportun de manifester contre la RDA dans le contexte de la politique de détente. Après la Réunification, le KUD est dissous en 1992.
